Civil Defense Compliance in Saudi Arabia

Saudi Arabia's fire safety framework is governed by the General Directorate of Civil Defense (GDCD), referencing NFPA 72, NFPA 101, and the Saudi Building Code (SBC). All commercial, industrial, and multi-storey residential buildings must have an approved fire alarm system before receiving an occupancy certificate.

Maintenance Contracts

A fire alarm system that is not maintained is a liability. Civil Defense regulations require regular inspection and testing by a qualified provider. ANC's maintenance contracts keep your system operational, compliant, and documented year-round.

  • Signed Maintenance Report
Device-by-device test results after every visit
  • Deficiency List
    Corrective actions with recommended timeline
  • Emergency Callout
4–8 hour response SLA for critical faults
  • Multi-Site Contracts

Common Questions

Frequently Asked Questions

Yes. The General Directorate of Civil Defense requires fire alarm systems in all commercial, industrial, institutional, and multi-storey residential buildings. The system must be designed, installed, and tested by a qualified contractor and approved before an occupancy certificate is issued. Operating without a compliant system can result in fines, closure orders, and liability in the event of a fire.

In a conventional system, devices are grouped into zones — the panel identifies the zone but not the specific device. In an addressable system, every device has a unique ID, so the panel pinpoints the exact device that triggered. Addressable is preferred for larger, multi-floor facilities where rapid response matters. Conventional remains a cost-effective, compliant option for simpler, smaller buildings.

ANC works with globally certified brands holding Civil Defense approval in Saudi Arabia: Honeywell (Notifier, Gamewell-FCI), Siemens (Cerberus), Bosch, Hochiki, Apollo, and others depending on project specifications. All equipment includes manufacturer warranties, local support, and full technical documentation.

Duration depends on building size and complexity. A small unit (under 500 m²) typically takes 1–2 weeks. A medium commercial building (1,000–5,000 m²) takes 4–8 weeks. Large industrial or multi-floor projects may take 3–6 months. ANC provides a detailed project programme at proposal stage.

The C&E matrix defines the system's logic: for every input event (e.g. smoke detector in Zone 3), it specifies every output response (HVAC shutdown, sounders activate, elevator recall). It is developed during design, approved by Civil Defense, programmed into the FACP, and verified during commissioning. It is a key handover document.

Civil Defense regulations aligned with NFPA 72 require at minimum a comprehensive inspection and functional test twice per year, with quarterly visual inspections. ANC's contracts include quarterly visual checks, semi-annual device testing, annual full system verification, and emergency callout within 4–8 hours.

Yes. ANC designs integration interfaces for BMS, access control (door release on alarm), HVAC control, elevator recall, and CCTV event triggering. Integration is defined in the cause & effect matrix and implemented via relay modules, dry contacts, or protocol gateways. All integration points are tested and documented during commissioning.

ANC typically requires: architectural drawings (AutoCAD or PDF), building function and occupancy type, total floor area and number of floors, any existing fire safety systems, and preferred brands if specified. If drawings aren't available yet, ANC can conduct a site visit and prepare a preliminary estimate.
